Page 82 of The Hobbit, where Bilbo escapes from The Misty Mountains, uses both terms interchangeably.

" "A bit low for goblins" thought Bilbo, not knowing that even the big ones, the orcs of the mountains..."

Here, goblins are referred to as orcs. Though orcs are bigger than goblins, orcs are referred to as "big goblins" rather than separate from goblins.

Tolkein also addresses this at the very beginning of the book.
