i'm guessing it means that the 'nine' wringwraiths have been unleashed and are running around middle earth.

Abroad in this instance has two complementary meanings: the Nine had left their usual location, ie the vicinity of Minas Morgul and Mordor, plus their current location(s) remained uncertain as they may be anywhere. Knowing that the Nine was out and about was a huge cause for concern; not knowing whether they could turn up outside your house at any moment was probably and even more disturbing prospect.

Abroad meaning traveling. the nine ringwraiths traveled abroad the realms.

Most people think abroad means a foreign country, but it simply means across - they are journeying forth, moving across, roaming abroad. It usually means foreign lands because they are across a border.
