How?

First of all I dont want to spend a ton of money on industrial strength machines.

I need to do a few things like cut through metal Theodred mounted for a conversion and cut thick models like rangers in half.

You will need a vice as well.

I like the one UK Freddie made. A pair of vice grips would also work. A table mounted vice would be much better.

A saw. Gale force 9 sells some good saws too.

Jewellers saw as noted above, takes a bit of time getting the nack but cuts through metal quicker and cleaner than anything else I've tried.
